Most people who call about insurance never get a quote on that call.

Workers’ compensation insurance in Florida is genuinely complicated. Rates are tied to industry classification codes, payroll figures, number of employees, claims history, and a handful of other variables that vary by business type. The traditional quoting process reflects that complexity: a customer calls, leaves their information with someone, and waits for an agent to call them back with a number. Sometimes that takes hours. Sometimes it takes days.

CheapWorkersCompFlorida.com had already solved the online side of this problem — their web platform delivers instant quotes and online enrollment, which was a significant improvement over the industry standard. But a meaningful portion of their customer base still picked up the phone. Those callers were going into a traditional callback queue, which meant the speed advantage of the platform disappeared the moment someone decided to call instead of click.

The goal was to close that gap. Phone customers deserved the same immediate, complete experience that web customers got.

We built an IVR system that walks callers through the entire quoting process from the moment they call. The system collects all the necessary information through a structured voice menu — business type, industry classification, employee count, annual payroll — and passes that data to the quoting engine in real time.

The quoting engine generates a binding rate — not an estimate, not a range, a real quote. While the caller is still on the line, the system simultaneously sends an email to the address they provided with the full quote details and a link to electronically sign and complete enrollment. The customer can sign before they hang up or follow up at their own pace, but either way they leave the call with a real number in their inbox and a clear path to coverage.

No agent involvement required. No callback. No waiting. The phone call ends with the same outcome as the online platform: a customer who has a binding quote and knows exactly what to do next.

The industry never tried because they assumed the phone was for people, not systems.

Workers’ comp quoting has always been considered too complex for automation at the phone level. The data points required and the regulatory framework around binding rates made IVR quoting seem impractical. The industry’s answer was always to put a human in the loop — collect information by phone, hand it to an agent, and call the customer back.

Because the online quoting engine existed and was generating real binding quotes, the IVR just needed to feed it the right information in the right order. The complexity was already solved. The phone layer was an interface problem, not a quoting problem.
